Call for papers: International Conference „Higher Education in Socialist East-Central Europe. Economic Planning, Fields of Study, Human Capital Formation”, (Bucharest, November 15-16, 2013)


The international conference we are planning is closely linked to the research project Economic Planning, Higher Education, and the Accumulation of Human Capital in Romania during Communism (1948-1989) financed by the National Research Council but will be supported basically by the University of Bucharest. Its main goal will be to allow comparative insights into the following issues:
- How close was the relationship between economic planning and the allocation of higher education study places in the various socialist countries? What were the main parameters considered by communist decision-makers and/or planners?
- Did the system allow also some agency from below? Which social groups and/or institutions were able to express a voice in the decision-making process? To which degree were the institutions of higher education able to influence the allocation of resources inside the socialist system?
- How do we measure the human capital formation inside the socialist societies? How did the stock of higher education graduates evolve in different communist countries? How did the socialist system integrate the graduates of tertiary education? How big was the wage differential between employees with secondary education and graduates of tertiary education? How did this wage differential vary in time?
Any other topic considered appropriate will be welcomed. While proposals based on a comparative approach are especially encouraged, we are very much interested also in analyses focusing on national and/or local case-studies. We welcome proposals for papers coming from either young or established scholars working in history, economics, or any of the relevant social sciences.
The submission of paper proposals will consist of filling in a proposal form (including contact details, the title of the presentation and an abstract of maximum 1,000 characters – see infra), and of attaching a short CV to epherom@gmail.com.
